Outdoor IP Cameras

For your budget it is going to be tough to get anything decent... Used a couple of Y-Cams Bullet PoE cams. Did the job well enough, even in low light. PoE is a godsend for installation. No PTZ, I did read of someone hacking a PTZ gimbal. ~£200 each, ex VAT
 
Those Foscams would be a good shout. Be wary of fakes, plenty of fake Foscams out there. If the seller has good feedback it should be OK. I was a victim of a fake Foscam a few years ago. It worked fine, looked real but it's internal ROM was half the size it should have been. Flashing to a new official firmware killed it stone dead. Got it working with some SPI - Arduino magic but it was a hassle I'd rather avoid in the future :D

Rather a sweeping statement, and just the opinion of one or two users.

Maybe not the answer to the OP's specific requirements, but having recently bought a Foscam FI8910W myself I certainly wouldn't describe it as 'junk'.

For the price you pay they are ideal for 'baby watching' etc. and receive good backup and support from both the manufacturers and the main UK distributors.

Those Foscams aren't "junk", they are what they are, low cost PoE IP cams. If you point them at lots of sky they will be useless in the day and the low light isn't the best. This is a compromise on the price of the sensor.

Installed well they are fine for domestic use. You can even add an IR floodlight, which is something you can DIY if you're handy with electronics and a soldering iron
 
You don't really have a lot of options at your budget. 'Proper' cameras such as an Axis dome with IR and a built in heater are ~£700, before you get to PTZ. You're going to have to be prepared to compromise.
