Outllok express problems

I'm not sure how to solve your problem exactly, but having a quick look in OE there was a few options -

Make sure you have entered your email account information properly under Tools - Accounts.

Under Tools - Options, click the Send tab make sure "Send Messages Immediately" is checked.
 
Just had another look, one more possible cause -

If you are working in offline mode, sent emails are stored in your Outbox. At the bottom of OE there is a small picture of a computer, make sure you are working online by double clicking it, to make it say Working Online
 
Just a quick question, but have you checked

As it may not be auhenticating outbound
(Which for most ISPs is needed)
