outlook 2003 problem

I have a problem with outlook. when i get an email with a link in it does not let me click on the link, it says that the setting for my pc prevent me from clicking on it, i have tried reinstalling it to see if i changed a setting by mistake to no avail. If i move the email to windows mail it lets me open the link.
i am running vista rc-1

Arnt they bringing out a new Outlook for Vista PC's?

2003 works fine in vista but they are bringing out 2007 version, i have both and they have the same error
 
A quick google brings up this link, which suggests that it's nothing to do with your system, but with that of the sender! It also lists instuctions on how to switch this off.
 
they are emails from a jobsearch company and worked fine for a bit before this.

the msg states
"this operation has been cancelled due to restriction in effect on this computer. Please contact your system administrator"

i seems to be my pc doing it not the sender
