Outlook 2007 Rules issue

PReviously, I had about 40 rules for my works outlook. These just sort them into folders but I also added each one with the "play a sound" option. This is because without it, I would not get a notification unless the email was in my inbox.
I found a guide online that suggested I made a rule to apply to all messages to play a sound which I did. I then disabled the sound on the other rules so it only sorts into folders.

But it's not working. I'm not getting any sounds or notification for emails unless it's either in the inbox or I specifically ask to play a sound for that rule. Because of this, my rules are client side only and when I have 1000 emails to sort through, it makes a sound for each one, giving me an orchestra of crazy.

Does anyone know a way around this? I just want a sound and/or desktop notification for ALL emails, so my rules can worry about sorting the folders.
