Outlook 2013 - Empty deleted items for ALL accounts (and run rules)

I've got 3 accounts setup in Outlook and was wondering if it's possible to empty the deleted items folder for all accounts in one fell swoop? I've added the "empty deleted items" button to the quick access toolbar, but that only applies to the account that you're currently viewing.

On the same subject, is it also possible to run rules that apply to all accounts?

I'm guessing that these requests might fall into the category of "yes it's possible - here's 100,000,000,000,000,000,001 lines of Visual Basic"
