Outlook and public folder permissions ??

Hi,

Recently moved to Exchange 2003 and Outlook 2003. with Public folders we have created dept. and permissions to go with that.

now when users create new folders and drag emails in that works fine, and the permissions are inherited from the parent folder.

but when a user moves a folder from their inbox into public folders, it loses the permissions and just gives it the owner rights and not the dept. How can I get around this, have like 1000's of folders to sort out !!!
