Outlook rules situation in a domain

I have an issue with Microsoft Outlook on exchange I’m hoping someone can help with. We have a mail distribution group called ‘first’ which contains a list of external email addresses (hotmail etc) as its members. The external email addresses are of current users on the domain. What I’d like to happen, is that when an email is sent to the ‘first’ group, a notification email will be sent to some of the members on this list, but to their internal domain email account, basically notifying them to check their external email account for new emails.

I've had a fiddle around, but am unable to find any rule or combination of rules in outlook that would allow me to create a customised email which I’d be able to forward to a specific group of people, I've only found a way to reply to a received email in this way, so if anyone has any ideas it would be appreciated.
 
I was looking for something similar but more as an autoresponder to any emails that arrived in an inbox. I found that Outlook Express had better rulesets than Outlook. You can still use Outlook Express to connect to Exchange, I think it was via pop or imapi.
I will need a computer to run outlook express constantly though.

Am I missing something? you could add the internal domain accounts to the group also so they get a copy too no?
