Output capacity vs max output capacity?

Hello
Could someone explain to me the diffirence between the two, it seems fairly straight forward however as i found out this 650w unit
http://www.coolermaster.co.uk/product.php?product_id=6691 has max output of 780w however it is a 650w unit which seems pretty strange to me.

Thanks, also why is there no power supply sub forum (its probably the most said thing when it comes to PC failures).

Coolermaster GX650W Bronze Power Specs
Rail............3.3V....5V....12V...5VSB....-12V
Max. Power...25A..25A...52A...2.5A......0.5A
....................150W....624W..12.5W....6W
Total Max. Power 650W

Rated at 650W but if you were to max it out you could get 780W out (ignore 5vSB)

I find it interesting that they didnt market it at 750w as by the looks of it, it can produce, and dont a lot of PSU sellers rate their supplies at the max output?

It's rated at the output of the 12v rail at that's where most power is drawn.

Thanks, shouldnt they rate it as a whole unit rather than a single 12v rail?
