what facility do i need on a graphics card to output a signal from my pc to a 20 inch lcd tv in close proximity . the tv has antenna in,scart in, s video in and av sockets
i would like to be able to watch tv shows from my hard drive on the tv rather than my monitor without needing to convert and burn discs
i am buying a new graphics card soon and will buy one with this facility if possible

Most modern graphics cards have a S-Video output, some come supplied with the correct cabling too.
 
S-video is pretty robust, a good 25m meters with el-cheapo cable. Any further and screened coax will get a good distance, until the signal voltage drops to far and it needs a boost. Or convert it to CAT5 and go as far as you like, within reason.

You say AV inputs, what? Composite (yellow) or Component (red blue green). And the Scart is it S-video or RGB? You may be able to use the component output of newer graphics cards to a Scart-RGB input with a transcoder. Sound is separate. And getting a bit more advanced its even possible to convert the VGA (RGBHV) signal to Scart-RGB, needs a H/V sync circuit.
