Outside radiators

Hello,

I'm a total water cooling noob but i was wondering is there a functional reason people don't screw big radiators to the outside of the case panels where the air is cooler? or is it purely aesthetic?

I was thinking more along the lines of having a big radiator in cooler air would remove the need for cooling fans.
