Overclock help please.

I have read and read and read and I am still confused

I wanna buy a new GPU to play games but I wanna overclock my CPU first.

Few questions

1. Is my motherboard ok to overclock? (In sig)

2. What could I get it upto? (Have been told about 4Ghz)

3. Should I get a better PSU before I do? Currently got a cheap 650W one that has worked fine for 2 years. Will the extra demand cause problems? (My plan is to get one at the end of the month anyway, should I wait to OC til then?)

Yes your board is fine to Overclock with and indeed you can expect around 4ghz with that chip.

Your PSU concerns me however as when your overclocking its just as much about the quality or stability of power your system receives as it is about how much. The lesser quality or non branded PSU's tend to have unstable rails and thus effect stability of the entire system when clocking.

650 watts is enough for your system easily even 500 would be fine. But it needs to be quality watts. I would invest here if I was you before spending time clocking.
