Would it be safe to increase from 60hz (native) to 70hz on my Asus VE228H 22" Widescreen using Nvidia control panel?
By safe I mean not blow up immediately but I don't mind if it shortens the life slightly.

Native is:

Resolution
Frequency = 1920x1080

Horizontal
Frequency = 67.5(P)

Vertical Frequency (Hz) = 60.00(P)

Pixel (MHz) = 148.5

You won't blow anything up. I think you'll just find the screen shows an "Out of range" type message. That's probably because it will hit the limit of what refresh rate X resolution can achieve. At 1920 x 1080 and running at 60Hz the screen is already at the limit. If it could do more then it would probably be listed in the specs.
