Overclock question

I'm running a Q6600, overclocked it, got a core speed of just over 3.1 mhz with a multiplier of 9. When I run CPU-z the reading fluctuates between 2.1mhz with a multiplier of 6 and 3.1. the system do's not crash it runs smoothly so is this a problem ?

You need to prime.

That's the speedstep reducing your CPU speed to save power and reduce heat when the CPU is idle, nothing to worry about, but if you want, you can turn it off in the BIOS

did you stress test it to make sure its stable?
use either prime95 or intal burn test,
