Overclocked or not?

Hey guys, I bought an overclocked bundle from OCUK with an ASUS Maximus V Gene and Intel i5. In the BIOS it says the target clock speed is 4.8Ghz (the CPU is 3.6Ghz as standard), but in Windows I'm just seeing 3.6Ghz in system properties.

Does it only overclock when you fire up something intensive like a game or whatever, or am I doing something wrong?
 
Looks normal:) If you download and run Prime95 with CPUZ open you should see the set overclock running pretty much constantly, since the CPU is maxed out at 100%.
 
One more thing - not strictly overclocking related, but my 7970 is just showing up as "7900 Series" in CPU-Z and everywhere else. That normal?
 
The core speed is fluctuating up to 4800Ghz right down to 1600Ghz. That normal?

Thats called "speedstep"..

You can turn it off in the BIOS, or i think, if you change your PC power settings to 'Performance' it will overwrite it...

This way it will show Full speed all the time. :)
