Overclocking a 1700?

Does anyone have that setup? If so can you give me an idea of what overclock you've managed to get with your board and what did you do to get that OC?

I've a friend, in another country from me, whom I built a PC for and his OC was reset when he updated his BIOS and I can't remember the settings to get him an overclock. His specs are

1700
Gigabyte GA-AX370-Gaming K5 MOBO
Team Group Vulcan T-Force 16GB (2x8GB) DDR4 PC4-24000C16 3000MHz Dual Channel Kit

I'd LOVE it if someone could help me. Even with setting up a 3.6 or a 3.8 oc

He has a 240mm corsair watercooler so cooling isn't an issue.

He is running the f10 BIOS just now

What settings in the BIOS should he be going for as I don't have the PC or mobo, I can't remember what the options are in each of the BIOS screens.
 
I vaguely remember setting the multiplier to 36 and got 3.6 without a volt increase. Memory was a bit of an issue and I couldn't get it to run at the 3000. I think I got it running at 2666 IIRC.

What volts would he need to set on the vcore to get 3.8 if he just popped the multiplier to 38. What's the safe volt settings to use for 3.8. I'm literally going to have to do a step by step guide for him to follow...an idiots guide basically.

Should the RAM be set before the CPU overclock or other way around?
