overclocking, bottom psu (2 questions)

Hi guys. I have 2 questions so I'll get straight to it.

1)So I've just ordered a new case for my rig as it seriously deserved a decent one. After ordering it I noticed that the PSU is placed at the bottom. Now, this is what I don't get. Heat rises. So why have a PSU under the GPU? Will this cause problems with heating up?

2) im considering overclocking my CPU but what are the benefits? It's for gaming but atm it loads pretty well and runs all my games on very high settings. Im hoping for even faster load times when booting the pc and games but would an SSD be a better option?

My computer:

AMD FX4300 3.8ghz
Sapphire Radeon 9 270X 2gb
Asrock Extreme 3 R2
Kingston Hyper X 8gb 1800
Standard data hdd

I'm not sure if the case has vents under the PSU. I've seen a couple of PSUs mounted upside down and some normal

The case is a Zalman Z11 plus (im on a budget) so I'm not sure about what way to install. Am I right in saying install the PSU upside down if theres not vents under PSU?

Fps are around 60 - 75 depending on game am so I'll take the advice on SSD plus a ill overclocking. Btw I have an old zalman CPU cooler but it is........old. Worth using or get an upgrade?
 
Looks smoother but no fan at front from what I can see.Plus im thinking off modding the zalman at some point. Seen someone install a mega fan at the front. Looks like a turbine lol.
