Overclocking Dell Comp - Help Needed

Sup peeps, I have a Dell computer and was planning on overclocking my processor (Pentium D 820 2.8GHz), but since Dell does not allow you to do this through the bios, I was wondering whether anyone knows about any apps that are trustworthy and safe that I could use instead.

Help is much appreciated.

If i bought another motherboard would I be able to overclock my processor and would it still be compatible with the rest of my Dell comp?
