Overclocking different with different drivers?

I have a MSI GTX280 that has a default speed of 700/1400/2300Mhz so at stock it is already heavily overclocked.
I have driver version 182.06 and have tested overclocks with a lot of programs but was a little disappointed as only the memory can be overclocked, and even that can't go higher than 2376Mhz :confused:

Would using a different driver (newest one is 182.50) give me any different overclocking potential or is it purely hardware limited and is the stock speed of my card just very close to the maximum anyway?
 
I've found that a different driver has given different overclock headroom before, but I don't know if that was a coincidence or not.
