I fancy overclocking my new build but I'm a noobie at OC so I need some help,

I currentlu have:
GA-EP45-DS3R
Intel Core 2 Duo E8500
(2x2GB) Corsair TwinX XMS2, DDR2 PC2-6400 (800), Non-ECC Unbuffered, CAS 5-5-5-18
Graphics: 512, 4850 ATI.
When OCing the graphics card at 665mhz or higher and the memory clock at 1043, The drivers become unstable. Would I need to increase the voltage to the graphics card it only runs at 40C, so its not going to fry anytime soon?
When I'm not OCing it, it runs at 30C
Also at the moment the CPU is running at 32C with no OC and the case temp is roughly 29C.
Do you think 3.8 GHZ would be safe? The settings I was going to use are:
