Overclocking heat problems

Ive got an Intel Core 2 DUO E4400 and I've overclocked it to 3gHz. I seem to be having a slight heat problem because under full-load, its touching 60˚C. I have the following rig:

CPU: Intel Core 2 DUO E4400
CPU Heatsink: Arctic Cooling Freezer 7 Pro CPU Cooler
Memory: Team Elite 2GB (2 x 1GB) DDR2 PC2-6400C5 800MHz

I'm wondering if its a CPU cooler problem, and if so what CPU cooler would you recommend? I'm a bit stubbed to be honest because using the stock cooler its 63-65˚C.

(This is not in a case, its on a table, so its not a ventilation problem :( )

You could try reseating it, wiping all the paste off then reapplying it.
Check the die is flat on the top.
You could use a better thermal paste such as Artic Silver 5.

Not really much else you can do unless buy a new cooler such as a Noctua NH-U12F or a Tuniq.
 
Whilst you say that it is not a ventilation problem, I would question this.

Sitting on the desk there is no forced airflow to remove heat from the system so you are relying on convection and radiation to move the warm air away (we can ignore conduction in this situation as insignificant).

It can be argued that in a properly set up case with good airflow the cooling will be far more effective. This is particularly so with something like an AC7 - they suggest that the best plan is to have a case exhaust fan nearby to completely remove the warm air from the vicinity.

Having said that, 60 degrees is by no means excessive anyway.
