No need to mess with straps at all.
Quick way to see what your chip can do is have mobo set up as optimized default. Change all the multi's to 4.6Ghz. Set CPU volt as 1.4V, set Vring to 1.2V.
If you can run Intel Burn Test, Cinebench etc with that setting you know your chip can maintain 4.6Ghz. Then just back off the CPU volts until you find the sweet spot for your chip. Choose a clock / voltage your happy with for 24/7 use.
