Overclocking Help

I have had my cpu clocked at 2.5ghz for a week and it could play games and everything fine. Over the last few days it has been resetting, I lowered it to 2.4ghz and then to 2.35ghz but it has now started resetting when browsing the internet.

I am quite new to overclocking and don't know much about what to settings to change.

My spec is
Athlon X2 3800+
Asrock 939 Dual Sata2
2x512mb Corsair PC3200 value ram
Geforce 6600 128MB AGP
Antec SmartPower 400W ATX v1.3

To overclock I changed the fsb to 250, put the ram on a divider to 133 and disabled cool n quiet.
I have also heard people say to change the HT multi to 3x but i'm not sure where this is, I have also tried changing the CPU-NB speed to 600mhz. Is this the HT multi?
My CPU is idling at 31c and loads at 49c.

Have I changed all the correct settings to overclock properly?
Could my PSU not be good enough to overclock this cpu?

Check the timings on your RAM. Some mobo's will apply tighter timing for the 133 divider and then when you OC the memory can't cope.
