I am going to attempt to get 191 BCLK with 21x CPU multiplier to get 4.01GHz. My memory is:

which is rated as 1600MHz at latencies of 9-9-9-24.
I can see that the closest memory frequency I will get is 1528MHz at 8x191, since 10x191 is over the rated speed.
My question is whether this 72MHz underclock on the memory is likely to make any noticeable difference? If i get this speed should I just leave the memory as is or try and tighten up the timings to 8-8-8-20 or so?
