Overclocking i9 7980XE 4.5Ghz Aorus X299 ultra gaming

Hello everyone,
I have problem with overclocking my i9 7980XE to 4.5GHz on Aorus X299 Ultra gaming board. Previously I had ROG X299 Rampage VI Extreme and CPU was working on 5GHz with 1.27Vcore and 1.9 VCCIN

Now, on Aorus motherboard I cannot get is stable even on 4.2GHz, it is most stable at 4.2GHz with 1.1V, Load-Line calibration high and 1.950V VCCIN. Rest of the setting as set to default/auto.
On 1.1V at 4.2GHz CPU can withstand max 6-8 minutes in Cinebench R23, on 1.15V it crashes after 2 minutes max, on 1.2V it BSOD right after starting the test. On lower voltages is the same. Only stable overcock setting is 4.1GHz 1V Vcore, 1.8V VCCIN, rest of the settings auto.

What elese I can try?

Temperatures after about 5 minutes of load in R23 stabilizes on 4.2GHz at 90°C, but crashes after 8 minutes. VCCIN doesn't seem to do anything, 1.8V is the same as 2V (I tried various voltages in that ranges with 4.2GHz) and it does nothing.
Also I tried settings:

Vmesh: In range between 1.1 to 1.2V
Vratio in range between 24 and 32
Disabling Intel speedstep and C-states, disabling Energy efficient boost and enabling Enhanced multi threading.

Please help, I need at least 4.3GHz on this board.

Cpu is totally unstable after 1.2V Vcore, I tried ratios between 41 and 46. Maximum I get 1.185V at 4.4GHz, it booted into windows, then crashes after starting R23.

Is there any other settings I missed?

I Tried also removing RAM sticks and left only 1. I use 16GB HyperX predator modules 3200MT/s, but with disabled XMP, on 2666MT/s. It doesn't matter if quad chanel is working or if it's not.

My PSU is Corsair AX1200i and cooler is Corsair H150i pro 360mm
