Ntune is probably the place to start,as it will give you an idea of max clocks your card is capable of,some say it's buggy but I've never had a problem with it.

Riva Tuner,ATI Tool etc will allow more in depth tweakage if thats what you're after.

ntune, coolbits, rivatuner, ati tool should work, attempt in that order
