overclocking noob question

If I bump up the multiplier and gain overclocking simply by that (without tweaking anything else) does that still constitute an overclock? (noticeable gains in speed?)

Also is this way less dangerous to doing damage to a cpu?

I dont have any water cooling or anything, but I picked up a Tuniq tower which is a bit of beast for air I think...I will have a little tinker around and see how I fair, cheers
