overclocking problem

i reset my bios i have i5 3570k nd its ment to be 3.4ghz but something has it at 3.8 and i dno what it is and when i try overclock myself in the bios to 4.5 or 4.7 my pc goes abit mad and starts to shut down and keep restarting by itsself :S
i have a good pc that can overclock to 4.7
 
yh it fully reset the bios and im jut changing it from 34 to 45, nd my pc can handle it because when i fist brought this like 1 month ago i had it at 4.7 but turned it back to normal till i tryed again today
 
Okay heres all the voltage
VCORE 1.224V nd i saw it jump to 1.248v twice
DRAM VOLTAGE 1.524v
CPU VCORE 1.245v
CPU VTT 1.050v
CPU PLL 1.800v
IMC 0.925v

Nope i aint, im new to computers like ive had 1 growing up but never done this type of stuff or owned a high end rig
 
Okay is there like a video on this because im really not that good lol and im abit confused
p.s i finished a stress test with PerformanceTest 8.0 and i scared
3213.9
is that good?
 
XMP is enable all the voltages are what you put, i turned it to 4.5ghz then pc started up and i loaded up speccy and CPU-Z and there just saying its at 3.8ghz even tho i didnt get a crash this time and it loaded up fine
 
Okay i turned of the turbo and kept the overclock on and now its just staying at 3.4 :/ and ive done everything you said to
 
Okay you no what can someone tell me how to fully format it so i can install everything again and start fresh ive had enough lol
