Overclocking Q6600 Quad

Im using a BIOSTAR TPOWER I45 INTEL P45 (SOCKET 775) PCI-EXPRESS DDR2 MOTHERBOARD with a Q6600, and have altered the cpu frequency in the bios to 333, but when I go to control panel > system, it shows my pc as Q6600 @ 2.40Ghz 1.98Ghz. Does this mean I have managed to underclock my pc to 1.98Ghz? If so, then how do I increase it to around the 3Ghz mark. Thanks.
 
It sounds like it could be something simple as Speedstep being enabled, which reduces the CPU speed depending on the load. I'd check your BIOS first for something like this, just in case.
 
What operating system are you using ?
My windows 7 RC doesnt register speedstep changes in the control panel > System page.

Ive had some real issues overclocking a Q6600 at all too (MSI P7N SLI platinum).
