Overclocking Q6600...strange behaviour

I just started overclocking my Q6600 on my asus P5E3. I started with a FSB of 300. I took off most of the relevent auto settings and off I went.

My PC booted up fine but when looking at CPU-z or everest it showed my CPU running at 1.8GHz (6x multi) instead of 2.7Ghz even though in the bios I set them to 9x.

The strange behaviour is that every 5 seconds or so it will flash up to a 9x and the CPU running at 2.7 Ghz. What I also notice is that the graphics card is also underclocked from 650Mhz (default) down to 500 Mhz. I have no idea why this is when they're completely unrelated and the PCIE bus is at default (100).

I am slightly worried that my motherboard doesn't support my CPU as it doesn't state it explicitly on the ASUS website, however about 5 other P5E3 (deluxe, premium, etc) are shown and the spec sheet does say that it supports quad core 2 cpus.
 
You probably have an application running that is demanding some cpu usage so your processor will up its speed to deal with it so thats why you will see your multiplier raise every now and again

Also for your graphics card i take it that you have an ati card? if so it might be showing its 2d settings when you are in the desktop and doesnt require full power so wont be running full speed.
