Whats the safest amount the chip by be overclocked by with the standard retail heat sink? (i realise all stock is differant so exact figures are not always true)

Then looking into replacing the standard heatsink with something else? First what you sujuest?
Secondly what sort of speeds can i expect then?

On the standard heatsink with default volts, any amount of OC. Its the volts that generate heat. On the stock heatsink I would probbaly say 1.40-1.45 should be your max vcore which should get you 3G's easy if not more. Don't let the temps exceed 60'c underload. Use CoreTemp to monitor. I run mine at 3.6 at 1.5 volts but it's underwater.

I have played with a few now and all do 3g, some will do 3.3 and less 3.4. If your lucky you might get one that does 3.5-3.6 but they are few and far between and you would need good cooling.

Key to CD2 is picking a good motherboard and memory. I would recommend a P5W DH for the 6600 and G Skill HZ. IMO its really worth spending the extra and getting some good memory. Really makes a difference to performance and OC ability. Plus less hassle with motherboard compatibility.

Cooler wise the Scythe Ninga Plus is good but you need a wide case, the thing is huge.

Hope this helps.
