For the MSI Twin FrozR 5850 it should be safe even using the max allowed 1.300v as long as the temp is ok...however if going beyond that (via another voltage unlock which go beyond 1.300v) without watercooling, it might be enter danger zone.
Just thought you should note that while I can overclock my MSI 5850 Twin FrozR to 970MHz, it does require fair bit of voltage which does increase the temp a bit. I found that clock speed is actually overkill for most games I'm playing, so I have made a separate overclock profile with 835MHz core clock and using a low voltage of 1.165v instead of 970MHz at 1.265v.
