Overclocking....

I've tried looking for this everywhere but cant seem to find an answer to my question:
If you overclock your cpu but dont alter the volts and it stays at a reasonable temperature, will it still damage your components over a period of time?

I want to oc but i really cant afford new parts now so i dont want to take any risks. I have oc'ed in the past and increased my amd4000+ from 2.4 to 2.6 with stock cooling and only upped the voltage by a very small amount, but i stopped oc'ing when i ran out of money :( .

And does the same principal apply to a gfx card, i.e. if it stays at a low temp, will it still damage it? Thanks.

I'm not certain on this but by stepping do you mean the cpu freq and the multiplier? If so, I cant be sure for definate because i'm running it on stock speeds at the moment, but i'm pretty sure it was at 216x12=2600.

What would you classify as too hot? It runs at just under 30 idle and at about 40 under full load, rememeber that's still at stock.
