top one is upto 16gb the bottom one is 16gb @ 2133 mhz

You might want to check your attitude considering the write up for the bottom one states 8gb in the key features and 16gb in the spec list.
 
Most systems have memory options because there is a clear split on this forum about whether 16GB is necessary or not, a quick flick through some of the comments on the numerous "spec me" threads is testament enough that everyone has differing opinions.

I run 8GB 2400MHz myself, I've never felt the need to have more.

TwsT has been told to go and stand on the naughty step to contemplate his attitude ;)
