P5QE overclocking problems

can only get 3.2ghz stable in windows but 3.5ghz stable in bios?
v.core 1.33125
temps 30-40'C
NB v = 1.6
ddr v = 2.4
ddr2 1066 standard
Q8200
PCIe = 104hz
fsb strap = 400
fsb = 450
ratio 7

Got coming water cooling kit but i think its my mem to blame?
any body know any good ddr2 to OC?

have tried those settings and BSOD! ill have to try other things and except that 3.2 is my highest.
