PAC code request

My wifes contract with T-Mobile ends on 29th of this month.
Does she have to wait until the 29th to get her PAC (as they told her) or can she cancel and get the PAC upto 2 weeks before the contract is due to end (as I thought that she could) ?

She should be able to request it without additional charges up to 30 days before the end of contract (as the pac is valid for 30 days).
