If a motherboard arrives boxed, without a couple of components that should be in the box, and with the anti-static bag sealed with selotape.... would you suspect that it is a previously used/opened item?
 
It was an RMA replacement, and I'm still having problems (although may be the gfx card now), however I don't think I'm being unfair to expect a 'new' replacement.

That's what I got with a clerance stock mobo.

With RMA replacement, its down to luck. they may send you a new one or send you a refurb, it really is down to them.
