Packard Bell, VERY SLOW

My mate has a Packard Bell ISTART 1369. As you can see from the specs it shouldn't be slow (3.33ghz Celeron and 1.5gb ram) but this thing crawls big time. Never seen anything like it. The system process is normalling maxing the cpu at 100%. Did a format and was looking for some chipset drivers and can't find anything.

What the hell do I do to fix this thing, I mean I use to have a p4 3.4ghz and 1gb ram and so know this dam thing should run this slow! It takes about 10 mins to boot into a workable xp area, and a min or 2 to load firefox, AFTER reformattin!

Celeron D is P4 but still slower.

That combined to brand PC shovelware and probably Symantec Bloatware AV could well make it feel as fast as snail.

Which process exactly?

Is the system stable? Did he upgrade his RAM?
 
Will try and take screenie later, at uni at the mo. The PC originally came with 512mb PC4300 DDR2 ram, he's also put in 1GB PC6400 DDR2 (on the recomendation of the tech guys!!) but he says this problem was kinda happending beforehand.
