Does a trace route offer any indication where the issue is occurring?
Could just be a DNS issue as well.
DNS uses UDP at times does it not? If there's poor comms and DNS packets are lost, would that not affect the overall connection problem?

While this is true, I'd imagine it's also irrelevant unless you DC from the server as DNS is only used when you try to connect to TeamSpeak because the connection will remain open for the duration of the session.DNS will be cached locally after the initial query and for a reasonable period of time...
