Is there any way to choose where on the disk you want the page file to be? I've got a separate drive that already has data on it but I would like the page file to be at the start of the drive, where it is fastest.

If I remember correctly, if there is nothing on the actual HDD, when you create the pagefile on it, it will automatically be put on the outside of the HDD (ie the fastest section)?

The problem is I already have data on the drive and I can't move it anywhere to format the drive.

Some defraggers will optimise a pagefile into one concurrent section of the disk if requested. Certainly Diskeeper can.

If you were able to move all other files off the disk, remove the pagefile, reboot and recreate it the system will create it at the start of the disk anyway. As you can't I don't think you would notice any speed improvement having it at the start of the disk. As long as it's defragged.
