Painting advice (removed dado rail)

So I've purchased a house and one of the rooms had a dado rail on, I've pulled it off and the plaster isn't damaged however it was recessed due to the layers of paint over the years above and below it. Anyway I sanded it and pollyfilled it, I've painted the wall with 3 coats of matte only once white and you can still see where the dado rail was it's like a magnolia tinge to it. What else can I do to make it adhere to the paint better as it's ******* me off :D
 
If your really struggling use a primer.

What are you using to try to cover it. Some things do seem to resist paint a little more. I had some wierd filler in my house someone had used that also seemed to resist paint.
I carefully went over with a well loaded roller, that seemed to fix the issue. Oddly i can still see some effect from this when i repaint, but once dry it goes away.
