Painting help

Decorating a room, but it's totally covered in hundreds of blue tac spots. Removing the large blobs is easy enough, but there are tons of little bits on all walls. I've used a window scraper but even still little bits are left behind. How the bloody hell can I remove them?

I have a flatbed sander, do I need special paint sanding pads? The red ones seem to clog up (for wood?)
 
ok just done the radiator so far (had to strip, took ages) painted radiator looks ok now.

Next will be walls basecoat, and final colour. Carpet needs replacing, how much would a 2.5M x 3.5M room cost in carpet and fitting? (Would like someone to do it, tack it down etc)
 
The carpet for a bit that size will be dirt cheap probably get a nice roll end for very little. Fitting for a room that size your probably looking at the minimum charge which is normally about £30. Don't forget to budget for underlay and gripper.

can you soften the old blue tac with some WD40? Try a little on a cloth first in an out of the way area just in case
