Pairing an iPad with a home/landline phone - support for newly deaf

Bit of a long shot, and unsure whether this should be here or in Apple hardware, but worth an ask...

TLDR; I want to pair an iPad with a home/landline phone, and use the iPad as the microphone and speaker so that my newly deaf mother can phone out using her landline. The other person would be captioned (live speech to text) on the iPad during the call. I wonder if anyone else has tried this using bluetooth.

My mum woke up completely deaf 4 weeks ago, and was told 3 days ago that it was almost certainly permanent. It's been a bit of a downer on the Christmas period, so I'm trying to help her adjust and show her that life doesn't have to change completely. She can still speak obviously, so we're testing a lot of apps and tools for speech to text, so that she can still join in conversations in person. They mostly work well (though a little inaccurate, and some are slow with the live transcription), but we're also looking at being able to have phone calls with people.

The Apple "Live Captions" beta that overlays other apps on the iPhone/iPad and can use both the microphone and system audio, is the most user friendly so far. Some other services/apps do provide better accuracy, but having to split screen or close other apps entirely isn't great. It works well to video call on facetime for example - she can still facetime her grandchildren, they can see and hear her, and she can see and "hear" them with the captioning - child pronunciation provides a few challenges but that's expected.

Live Captions obviously works well with facetime, but it does also work with traditional phone calls as well. However, she is a little upset at not being able to phone my 93 year old Gran anymore who only has a landline, so I'm trying to figure a way to do that (giving gran the tech is a nogo, already tried). It is still perfectly possible if we just phone out using mobile (e.g. iPhone - though a little small - or cellular iPad), but it would be mobile to landline calls, which isn't cheap (but doable if it's the only option).

Has anyone tried this before? Amazon only has a couple of phones that support bluetooth and there isn't much information on pairing beyond "syncing contacts". The online manual for the BT Premium Cordless Phone does say it lets you make/receive calls from either device once paired, but also mentions "only works with phones, not other bluetooth devices". I'm unsure how they can do that, or whether an iPad might count as one. Is there any other solution that might work for this?
