Could be wrong as I've only read about this but ...
nvidia have taken a leaf out of Ati's book when building the 260 - the drivers/card is designed so that the speeds will auto. reduce when idling etc.
Best way to check is to download and run gpu-z (sensors section) see what the speeds and temps are then , whilst watching, run say Furmark in a window and watch the speeds and temps ramp up.
furmark puts a bit of a strain so would not recomend running for ages etc
