Hard to say for certain without knowing 100% what's on them. But they both look like recovery partitions. You can get rid of them but then the advanced startup and repair options will no longer work.
They're so small - why run the risk of removing them? Windows has likely made at least one of them, for Bitlocker purposes, and goodness knows what else.
