Passing an MOT - windscreen wipers?

Are these part of an MOT? I vaguely recall that they need to make sure the wipers clear the screen for visibility of the driver. Is that true or false?
 
Yes. They need to work (as in move), and they need to work properly. As do your washer jets.

You can pass an MOT without the wipers working, but you'll have to remove your windscreen.

If they're just smearing, use a vinegar on a cloth to clean them.
 
So, my car has just passed its MOT, with no working windscreen wipers and washer jets?

And a dangerous advisory (that could have easily been fixed by them). Hmmm, is there a regulatory board I can go to? The DVLA?

Short answer: Yes

Whether they can be bothered to test is another question. I know my wipers definitely need replacing but I got through OK.

The 1st person to mention safety will be taken outside and forced to have their car serviced.

A report to VOSA would probably do the trick. There the body to see if you're unsure about the validity of the mot.

But be warned, If they decide to inspect your car and the known faults are still present, it is remotely possible you could end up with a fine or something.
 
If he advised you then whats the problem, if there not working well then why havnt you changed them already?

The garage only need to advise if they are working but not to a high standard, it is then down to you to get them changed, getting in touch with VOSA for something like this is complete over kill.

Why was the advisory dangerous? MOT testers are not there to rectify faults on vehicles, they are there to test them.
It was the cooling fan circuit fuse, which they could have replaced and then charged me a ridiculous fee for, would have been preferable. As it is I've replaced the fuse myself and its fine now.

Because if something so simple as testing the windscreen wipers blatantly hasn't been done, I'm wondering what else they've just not bothered to do.

That's very odd since the engine cooling fan certainly isn't a testable item, and it's hardly a safety related issue anyway (apart from the longevity of the engine). If they honestly gave you an official MOT advisory sheet (rather than a random bit of paper) with that on it they do sound like a bunch of cowboys.

BTW, fuses don't blow just because they feel like it, if it blew once it will probably do it again.
