Passive cool a P4 *updated*

Im building a new system so my current system is going to be relegated.

Im using a (2.8)P4 that ive been running (3.6)OCed on air since I bought it.
over time some interesting side effects such as the fact the CPU will no longer boot at 2.8: it either needs to be 3.3 minimum or <2.8 to boot up.
The PC uses 6 fans in various positions and its very loud.

Im wondering since I dont need the chip to run at anywhere near 2.8 for the tasks im going to be giving it from here If I drop it down far enough will it run on just a heat sink or heat-pipe system without the need for any of the fans?

Do chip temps drop off much at underclock?

Just kind of mulling it over thought id throw it out there for you :)

Might be easier accomplished by buying a lower powered celeron second hand or something. I bet there's plenty flying around. If it doesn't boot below 2.8, it won't help so much. If it's a prescott, I know they kick out a lot of heat.
 
Temps wont drop much lower with under clocking in my experience. In this cold weather i can run my E6600 at 3.2ghz with 1.45v passively so you should also be able to. I'm using a scythe ninja cooler (think that's the make)

Might be better to get a large cooler that has a low spinning fan?

I dropped my FSB to 180 and the chip is running at 2.55ghz(ish).

I also dropped my vcore to the minimum my P4P800 would allow which is 1.37(ish).

Ive grabbed a copy of CPUZ and the results are er, interesting!

the voltage shown in CPUZ fluctuates between 1.37 and 1.4 so what im wondering is:

broken PSU or broken MB?

the stress the machine has been under for the last few years neither would be a surprise but id like to identify the broken part quickly so i can swap it out.

incidently overall temps have dropped by around 10C
