Depends what you mean by good, gt 1030 is about the limit for passive cooling but then you want the ddr5 version.
With most cards now having a fan-off mode, I have wondered what would happen if you took a 6900 XT or RTX 3090 and downclocked it? Extremely downclocked - leave it with 10% of it's former power budget.
After all, slow and wide is a legitimate way gain efficiency. Not that anyone is like to £1000+ cards and try to downclock them to £200 type card. Plus, if at any time they driver messed up and try to draw the full 300W+ the PSU had better be ready for it.

There are some cases / kits which can heat pipe gpu temp to the side of the case. They typically seem to limit out about 100w max really iirc.
Palit make (or made) a completely passive GTX 1650.

Looking at the size of that cooler, you could bolt a Morpheus cooler to a lower card and it might be able to make it silent.
