Passive cooling a 1060 or 1070, which is really most efficient?

I'm looking to put a 1060 or 1070 into a HDPlex case.

Ideally I want it to run silently, so having the wattage as low as possible to keep the PSU fan off is ideal.

They also suggest a TDP of 95W for the GPU.

I've read that undervolting these GPUs can result in lower temps and lower power usage while retaining their performance.

1060 performance is probably ample for my needs, but I was curious, because cost is somewhat not a huge concern within reason, why a 1070 clocked down and undervolted might not be a better approach.

Obviously when new, using a 1070 core in a 1060, and just running it slower would make no sense. It'd be expensive and stupid and that's why Nvidia made a smaller chip and ran it at a similar speed.

But today is there some merit in having a 1070 OC or a high spec card with a quality chip, and then running it cooler and a bit slower... would it end up being cooler and lower power than a bog standard 1060?
