Passive CPU cooler

i'm looking at the silver arrow cooler. when it says passive does it mean no fan?

i don't plan to be fanless when i oc but when only when on stock.

Yeah passive means no fan attached to the heatsink

cool, its a very nice cooler, very good when passive on stock but also a awesome overclocker HS with fans
