I would be tempted not to bother. The law regarding passport photos has recently just gone up.

There is a guide here but they are upgrading their site this weekend so I'd check for updates next week. I don't think you need a program to do what's required.

Its not for a passport, its more like say, something to reduce photos down to passport size or even smaller.

I think that you would be hard-pressed to find an image editing program that cannot resize pictures!

He does have a point.

Find the size and aspect of the passport photo. Enter it into your favourite imaging program and bingo. One passport sized picture.

MS Paint can do that as can iPhoto, GIMP, Photoshop, Paintshop Pro, and as already said every thing else.
